10 BALANCE-OF-PAYMENTS EQUILIBRIUM
Равновесие платежного баланса
Состояние платежного баланса, характеризующееся соответствием стоимости расходов и инвестиций страны за границей и стоимости расходов и инвестиций других государств в этой стране на протяжении ряда лет. Практически вероятность достижения равновесия платежного баланса крайне мала. Обычно страна сталкивается либо с дефицитом, либо с профицитом платежного баланса. Если неравновесие невелико, его можно легко урегулировать. Необходимо опасаться лишь устойчивого нарушения равновесия - хронического дисбаланса (см. Fundamental disequilibrium). Существуют три основных способа регулирования платежного баланса: 1) Регулирование валютного курса: девальвация/ревальвация (см. Devaluation, Revaluation) отдельных валют с целью снижения/повышения стоимости экспорта или повышения/снижения стоимости импорта в валютном выражении; 2) Регулирование цен и доходов на внутреннем рынке с помощью дефляционной и рефляционной денежной и налоговой политики (см. Deflation, Reflation) в целях изменения цен на продукцию отечественного производства по сравнению с ценами на продукцию иностранного производства. Такие меры позволяют сделать экспорт относительно дешевле/дороже, а импорт дороже/дешевле в валютном выражении; 3) Торговые и валютные ограничения: использование тарифов, квот, валютного контроля и т.д.
